OpenAI has rolled out its most substantial ChatGPT Ads update since the Ads Manager beta opened. There is no headline feature. That is the point. This release is plumbing: bidding, measurement, pacing and campaign management. The unglamorous layer that separates a platform you test from a platform you scale.
For eCommerce brands watching ChatGPT Ads from the sidelines, the calculation just changed.
What Shipped
- Conversion-optimised campaigns. A new Conversions objective creates optimised cost-per-click (oCPC) campaigns. The system optimises towards clicks more likely to convert, while billing stays on a CPC basis.
- Average daily budgets. Daily budgets are moving to an average model over a rolling seven-day window. Spend can fluctuate day to day within the overall cap.
- Automatic budget pacing. Daily spend is now distributed through the day rather than front-loaded.
- Geographic exclusions. You can now exclude locations from targeting, not just include them.
- Mobile measurement integrations. AppsFlyer and Adjust integrations bring app install and in-app event measurement to ChatGPT campaigns.
- Automatic Advanced Matching. Hashed customer data improves website conversion attribution. Enabled under Tools > Conversions > Data Source.
- Bulk API support. Asynchronous bulk creation and updates for campaigns, ad groups and ads.
- Refreshed product feed ads. Product cards are starting to show pricing and star ratings.
This release introduces 8 new capabilities, highlighted by a 7-day rolling window for average daily budgets to improve spend flexibility. Additionally, it features a CPC billing model that applies even across conversion-optimised campaigns.
The oCPC Detail Matters
Read the bidding change carefully. This is oCPC, not tCPA or tROAS. The system steers delivery towards likely converters, but you still pay per click, and there is no target you can hold it to. That is where Google Ads was over a decade ago. It is the right sequence: conversion-based bidding requires solid data density before targets can mean anything.
What it tells you: OpenAI is building the measurement foundation before the automation layer. Advanced Matching is the exact playbook Meta ran with CAPI, using hashed first-party data to feed attribution so bidding models actually have something to learn from. If you’re testing ChatGPT Ads without enabling it, your conversion signal is weaker than it needs to be. Fix that first.
Summing up the shift, the team at 360 OM says: This release is OpenAI admitting what performance marketers knew from day one: novel inventory means nothing without conversion measurement underneath it.
The Budget Change Is Quieter But Needs Attention
Average daily budgets sound administrative. They are not. Once the rolling seven-day model applies, a “£500 daily budget” no longer means £500 per day, it means roughly £3,500 per week, distributed however the system decides demand warrants. Google advertisers have lived with this for years. If your finance team reconciles ChatGPT spend daily, or your budgets are set to hard daily caps for cashflow reasons, adjust your expectations before the pacing does it for you.
Geo exclusions close a genuine gap. Until now, ChatGPT campaigns could target locations but not exclude them; this is a problem for brands with delivery restrictions, regulated products, or regions that convert poorly. If exclusion lists were the reason you held off, that reason is gone.
Where This Leaves eCommerce Brands
The product feed refresh is the most direct eCommerce signal in the release. Cards showing price and star ratings are shopping ads in everything but name, and they follow OpenAI’s earlier product feed work in Ads Manager. Combined with the bulk API, the direction is clear: OpenAI wants catalogue advertisers running at scale, managed programmatically, measured properly.
None of this makes ChatGPT Ads a core channel yet. Conversion volume, auction depth and attribution independence all remain open questions, and the platform still reports on itself with no third-party verification for web campaigns. But the gap between “interesting beta” and “line item on the media plan” just narrowed, and it narrowed on the exact features that matter for accountable spend.

Useful
oCPC bidding, Advanced Matching and geo exclusions are the three features that make structured testing viable. Enable Advanced Matching before you judge performance; without it you are optimising on thin signal.
Caution
Average daily budgets mean daily spend will fluctuate within a seven-day window. And conversion reporting is still platform-attributed; hold it to the same MER and incrementality standards you apply everywhere else.
Honest
Nothing here is innovative. It is Google and Meta’s feature set, rebuilt on new inventory. That is not a criticism; it is precisely what makes the platform adoptable without retraining your team or rebuilding your workflow.
